Welcome to the IME Framework

  The Improvement Model for Evaluation (IME) is a phased approach that guides evaluators through continuous learning, testing, and adaptation.

IME Framework Phases

1. Set the Stage (Pre-Work)

 Every improvement journey begins with a deep understanding of the system and the challenges at hand. In the Pre-Work phase, evaluators work collaboratively with stakeholders ("co-producers") to frame the problem, map the system, and surface critical contextual factors. This phase ensures that evaluation efforts are grounded in real-world needs, and that those closest to the work are engaged early as partners in learning and change. 

2. Plan: Design for Change

 In the Plan phase, evaluators translate understanding into action. Together with stakeholders, they develop a theory of change, articulate measurable aims, and design a change idea or intervention for small-scale testing. Evaluation measures are identified upfront to capture both process and outcome data. Thoughtful planning at this stage ensures that subsequent cycles of learning are intentional, efficient, and focused on what matters most. 

3. Do: Test and Observe

 The Do phase brings the plan to life. Evaluators support the implementation of the change idea in a real-world setting, while collecting early data on its performance. This phase emphasizes action without overcommitting resources, allowing teams to learn quickly from small tests rather than risking large-scale failure. Through close observation and documentation, evaluators gather critical insights into how the change interacts with the complex environment. 

4. Study: Reflect and Learn

 During the Study phase, collected data is analyzed to understand what happened during the test. Evaluators and stakeholders work together to interpret the results, identify patterns, and surface lessons learned. This reflection is not simply about determining success or failure — it is about deepening insight into what works, for whom, and under what conditions. Study creates the foundation for making informed, responsive adjustments. 

5. Act: Refine and Adapt

 In the Act phase, evaluation findings are translated into action. Based on what was learned, teams decide whether to adopt the change more broadly, adapt it based on insights, or abandon it if necessary. This decision-making is grounded in evidence and informed by stakeholder experience. By acting thoughtfully, evaluators help programs remain agile, maximize resources, and accelerate improvement without losing sight of larger goals. 

6. Advance and Disseminate: Expand and Share

 The final phase focuses on scaling and sustaining what works. Successful changes are expanded to new settings or populations, with appropriate adaptations as needed. Lessons learned throughout the IME cycle are shared widely to inform broader practice, support organizational learning, and contribute to the field. Evaluation becomes not just an internal exercise, but a catalyst for broader system transformation.
